OK, I finally got around to doing this. Since the sources.redhat.com/cygwin-apps site is pretty skeletal, I made a stylesheet so it will feel like a "real" site. Nothing spectacular (and if you're all using Netscape 4, it'll look exactly the same). I also split the setup.ini discussion that was in setup.html into its own file, and added the package-server page. Oh, and I don't know who to put for copyright, so I just put a lame "(c) 2003" at the bottom.
