Boy do I feel stupid. There is a package called libiconv... And including that in the custom mirror (+ rebuilding setup.bz2) seems to have fixed it.
I still would like a tool that would help determine the full set of packages needed as dependencies. I can see LOTS of applications for building subsets of the cygwin mirror to install apps from.
