Just to close on this, I did have a libtermcap.a.orig on my system.  After
further investigation, I traced it down to following the instructions for
recompiling an older readline (from /usr/doc/Cygwin/readline-4.1.README,
which I don't have on my system anymore, hence the confusion):

        Also, make sure that configure can't find libtermcap.  It has builtin
          preference for it, and will ignore '--with-curses' if it finds
          libtermcap.

        mv /usr/lib/libtermcap.a /usr/lib/libtermcap.a.orig

Of course, the README is not at fault, since I failed to follow all of the
instructions, which go on to say

        Don't forget to restore /usr/include/termcap.h and /usr/lib/libtermcap.a

Mystery solved. :-)
