TeXmacs compiles now for me as well nicely with gcc 3.3.1 and cygwin 1.5.7. I've made new packages based on the latest version, which is 1.0.3.3 now.
From my perspective there are no remaining hold-ups, and as the required 3 votes are obtained, it might be time now to roll out the package:
