I recently had some problems with the current cvs version (See <http://www.openoffice.org/issues/show_bug.cgi?id=33405> if you really want to know which exactly ;) ) but I found out that using a newer cvs version solved my problems.
Can you please update the cygwin cvs package?
To spare you some work you can get the source package that includes your old patch adapted to the new 1.11.17 version and a slightly changed cvs-1.11.17-1.sh here: <http://www.scytek.de/cygwin/release/cvs/cvs-1.11.17-1-src.tar.bz2>
I didn't do extensive testing, but my problems are solved with this version.
