Eric,

The use of cp -p has the side effect to copy the permission modes,
which can be --- although the source file is readable and executable
thanks to a + (which is not copied). This has been discussed in
this list.

If you use it, I recommend that you set CYGWIN=nontsec

In fact it would be best if setup was setting CYGWIN=nontsec
for all postinstall scripts, to simplify the maintainers' task.
This has also been discussed, but AFAICS it has not been
implemented. Apologies if it has.
