xwin.exe = cygwin1.dll not found.

Just ran setup.exe on a new XP box.

C:\cygwin>C:\cygwin\usr\X11R6\bin\XWin.exe
error dialog:
XWin.exe - Unable To Locate Component
This application has failed to start because cygwin1.dll was not found. 
Re-installing the application may fix this problem.

C:\cygwin>dir cygwin1.dll /s
 Volume in drive C has no label.
 Volume Serial Number is 1CCD-9788

 Directory of C:\cygwin\bin
