Be in the release/expat directory:

wget -e robots=off --cut-dirs=2 -np -nH -A'*2.1.0-1*' -r \
    http://etr-usa.com/cygwin/expat/
rmdir from-box

That should populate the repo hierarchy correctly.

(The from-box directory appears to be a gift from my web server.)
