I've added two programs to *-free package: unrar - Displays notice that the *-free version can only handle older RAR archives - Refers to included downloader program (see next) unrar-nonfree-install - installs the *-nonfree that can handle later RAR archives. This would solve the distribution issues by providing a downloaded code only. Individual users can install the *-nonfree version if they so wish. Having a RAR cabable extractor on command line would be an addition to Cygwin.
