I have never seen this used (I don't claim it isn't used somewhere, mind you) and I still can't think of a good reason for why anybody should. And "other platforms", including those that use plain rpm, seem to be using fine-grained versioned dependencies in the concrete scenario you've outlined. I did look at zypper about a year ago, but unfortunately the dependencies on other libraries were quite extensive, so I didn't go forward.
