They build on my system with xmlto 0.0.26, so it's probably a matter of
a missing dependency. Do you have all the docbook-* packages
installed? What error message is shown?
The error message was
I/O error : Attempt to load network entity
http://www.oasis-open.org/docbook/xml/4.1.2/docbookx.dtd
Installing docbook-xml412 fixed it (Duh!).
