Yes. I now see there's a "mingw64-i686-tk" and a "mingw64-x86_64-tk". I thought

they were named "mingw64-i686-tcl-tk" and a "mingw64-x86_64-tcl-tk"

No (tcl90-thread will continue to work for tcl 9.1 as well). I don't expect
there will be a separate "thread" package for 9.1.
