Is anything additional needed before a new gettext-devel package that removes 
the Git dependency can be released?

We have always skipped building textstyle, but the latest release requires textstyle be used in all tools even building --without-textstyle, the gcc format warning options used for those conflict, and I have not yet found a workaround to skip those options.
