Yep, added in the meantime, see https://cygwin.com/cgit/cygwin-packages/
libsodium/commit/?id=4ce0a543065c380f7e8ae9207026c5c65bbe22e6
build log:
0 [main] hash (4660) child_copy: cygheap read copy failed,

Same failure on my laptop
First scallywag FAILED with 2 test cases, next re-run failed 1, next
succeeded: https://github.com/cygwin/scallywag/actions/runs/21880362457

P.S. Question to myself: I started job python-nacl that depends on
libsodium. Either the scallywag does not download TEST, or I was too
fast? I'll re-run later on once it is available in setup.exe
just running "make check " in the build directory it passes
so it is likely not a libsodium issue
Maybe a race due to the longer chain of process calls
