* autoload.cc (SendARP): Remove.
* net.cc (get_flags): Set IFF_NOARP flag for PPP and SLIP devices.
(get_xp_ifs): Unify IFF_BROADCAST setting. Drop calling SendARP to
set IFF_NOARP flag.
