* cygcheck.cc (dump_sysinfo): Drop code trying to fetch OSVERSIONINFO
if fetching OSVERSIONINFOEX failed. Drop code handling unsupported
platform IDs. Add code to tweak dwMinorVersion on Windows 8.1 if no
manifest is present.
