    Cygwin: POSIX msg queues: move all mq_* functionality into fhandler_mqueue
    
    The POSIX entry points are just wrappers now, calling into
    fhandler_mqueue.  While at it, eliminate mqi_flags, replace with
    standard fhandler nonblocking flag.
