(WSA_CMSG_*) Add empty macros, guarded by #if 0.
breaks code that includes <winsock.h> rather than <winsock2.h>.
Including <mswsock.h> from <winsock.h> causes the problem.
I'll have it fixed by morning (NZDT) .
