[PATCH] internal_setlocale tweak

winsup/cygwin/ChangeLog:
        * nlsfuncs.cc (internal_setlocale, initial_setlocale):
        Move check whether charset has changed to internal_setlocale,
        to avoid unnecessary work when invoked via CW_INT_SETLOCALE.
