That's a major issue for me: whenever I switch between an official Cygwin mirror and Cygwin Ports, Setup.exe wants to install the packages. As I run Cygwin from USB that would be about an hour or two for me... I found a workaround by first downloading, then deleting all packages that I don't want installed and making sure I didn't delete any dependencies but that's quite laborious.
