I found the answer in another post:

1) If necessary, update from the official distro by "Download Without
Installing" from a listed mirror.

2) Run setup.exe again and "Download Without Installing" ONLY from
Cygwin Ports.

3) Run the following command:
sed -i -e "[EMAIL PROTECTED]:[EMAIL PROTECTED]: `date +%s`@" \
/path/to/ftp%3a%2f%2fsunsite.dk%2fprojects%2fcygwinports/setup.ini

4) Run setup.exe once more and "Install from Local Directory".
