For sure you need cygwin installed before cygwin-ports.

I was able to stumble through getting KDE to run on cygwin, so it’s do-able 
today.

Performance was pretty un-usable, however, in my limited testing.

Couldn’t get kCacheGrind, however, which was my real pressing need, so I’m 
successfully using X-server with the X-client on the Linux box to run KDE 
“there” and view it “here”.

This is an answer from a newbie user, and is probably wildly inaccurate in at 
least some part.

The last time i tried to use cygwin ports i noticed that i needed to have 
cygwin installed to use the ports is that correct?
I couldnt get kde to statrup, which resulted me in ssh to my laptop and 
starting kde panel by hand each time i used it.  That became a pain in the 
behind.  Is there a straight foward howto on using ports and X 
apps,managers,and the sort.
