  No, it's not your fault, we're just in the middle of a transition at the
moment.  You're using the latest upstream version of setup.exe from
cygwin.com which now verifies a digital signature on setup.ini to protect
against corrupt or broken mirrors.  The cygwin ports repository doesn't have
code signing yet.

  What you need to do is add the "-X" flag to setup.exe when you start this.
The easiest way is to create a shortcut to setup.exe in an Explorer window
and edit the properties where it says "Target", add "-X" after the path to
setup.exe.

  I'll send a copy of the release announcement along in a moment, it went
out on the main cygwin mailing lists but not here yet.
