Please use the "-X" command-line parameter to start setup.exe for the
moment. (You can most conveniently do this by making yourself a shortcut to
setup.exe in windows explorer and adding the option to the "" commandline in
the shortcut's properties).
At the moment, signing is only implemented on the official cygwin
distribution. In the long run we'll see what we can do about getting signing
up and running for the cygports repository, but for the moment the -X
workaround will get you there.
