cygport is meant for building packages which can then be added to a package repository and installed with setup.exe, which is the only 'official' way to install/manage Cygwin packages. But if you are just building software for your own use, and you can handle having unmanaged packages on your system, then what you did will technically suffice (just run any postinstall scripts if there are any).
