Replying to myself:  AFAICT, QT4 simply isn't being installed at all (apart
from some documentation) even though setup.exe tells me that it's installed.
I can see some documentation (mostly html files) and apart from that,
/usr/src/ contains a file called qt-x11-opensource-src-4.4.2.tar.bz
However, there's no other evidence that any of QT4 is actually installed.

Is it possible that I should have uninstalled QT3 first?
