it has been solved.
I left out
AddType ... in httpd.conf
and cygcheck on some dll
revealed missing libraries.

I cannot get php to work with cygwin's apache2
I have added
LoadModule php5_module lib/apache2/cygphp5.so
to httpd.conf
The only thing that does not look right is apachectl2 status but I doubt that
is the source of my problem.
