Maybe nothing. I might be that the packages are indeed already downloaded. To my knowledge setup only checks for what is installed. And this might be another version from another server so setup will offer to download the cygwinport versions. Did you check the download directories? I'd suggest doing the sed trick and seeing if "Install from local directory" will offer to upgrade some packages.
