This morning setup.exe kept giving me an empty setup.ini when I tried
to connect to my usual ports mirror. I started looking into it and
found that no matter what mirror I used, when I would wget setup.bz2 I
get a corrupted file (at least bzip2 -d says it's corrupted). The
files are binary identical no matter which mirror I use, BTW.
Downloading setup-legacy.bz2 gives me a valid bz2 file.

On the off chance that my bzip2 executable was faulty, I tried it on
an old linux distro & got the same results.

regards,
NT

P.S. I don't know how to use the .sig file to check the file's
integrity. It's obviously not an md5sum
