I think the mirror list for cygwin-ports may need to be updated. I tried a few different mirrors, and I got a message that it couldn't find the setup files on some, while others just couldn't find all the packages I was searching for (such as file-roller). I've had to stick with the main ftp://ftp.cygwinports.org/pub/cygwinports repository, which is understandably very slow because everyone probably has to hit that one
