The following is a work around.  Not elegant, but it might work for you.

Long ago, in the days of dialup, I occasionally had similar problems
when attempting large downloads with setup.  My solution was two-fold.

(1) I didn't download everything at once.  I'd download just a few
packages at a time.

(2) I split up download and install.  I'd do the "download only"s and
then do the install.

Note that when setup gives the error messages, I believe that the previous
packages are downloaded.  Check.  If they are, you don't have to download
everything during your next try.

Also note that I found at that time that sometimes setup got a package
totally download but hung on renaming the temporary file to tar.bz2
(though it was probably tar.gz back then).  If you find a misnamed file
in the directory, try renaming it and see if that will install.  If it
is incomplete, setup will refuse and complain.

As I said, that was years ago.  No promises.
