I don't know if this would work with an NT application server. However, have a look at VNC. The original version is at: http://www.uk.research.att.com/vnc/ There is a low bandwidth version: http://www.tightvnc.org/ and a supported version: http://www.tridiavnc.com/ This will at least partly do what you want (although only for one user at a time, due to windows single user structure).
