I'm able to make mouse wheel working by starting mouse-wheel-mode minor mode (M-x mouse-wheel-mode). I don't know why it is not on by default, but I think that minor tweaking of .emacs file could do it...

I believe we are sending them as presses of the defacto standard buttons 5 and 6... but all you get when you scroll is just beeps.
