The personal firewalls and some VPN software replaces some parts of the
TCP/IP stack in the windows kernel. Emulating the unix behaviour on windows
is a tricky job and if only one part does not behave as it is expected the
whole process may fail.
I'll try to create a test program which does only the bind and which will
hopefully reveal what the cause for the problem is.
