Sorry but we don't support scribus in this mailing list. You downloaded
the package from some external site. You'd probably be better off asking
them for help.
I have found this address on this list assuming this is also the central
mailing list for all X applications running on cygwin.
Aksing there is not possible as they only provide the packages with no
signs of support. This gave me the impression that they act as mirror
with some beta quality packages in addition to the rest of cygwin.
I will try myself and give up in case off no success.
