Darrell, Cygwin/X is basically the X.org tree built for Cygwin. So you can try sending your patch to the upstream X.org team. However, we are currently missing a maintainer for Cygwin/X. So there probably won't be a new release of Cygwin/X to pick up the fix, even if it's accepted into the upstream tree. Volunteer maintainers welcome.
