I believe this is a FAQ already discussed on this list.  Please try
downloading from the directory cygwin/xfree/xc-4-binaries on one of the
mirror sites the file xfree86-4.0-devel.tar.bz2, the same way you
installed the other XFree86 .tar.bz2 files.  Installing the -devel tarball
solves this problem in some cases.  HTH.
