What VPN-software do you use? Is it possible to completely deinstall
it and give it a try? It can have hacked into the socket libraries of
windows..

Have you tried setting up some other application listening on som port
and connecting locally.. like a minimal webserver (included in python
:-), or just some kind of hello world test..
