Packaging problem with etc-x11-vtwm.tar.bz2

The 4.1.0 distribution file etc-x11-vtwm.tar.bz2 is packaged differently to
the rest of the distribution, as it is rooted at cygwin/.  Easy to work
around, but ...

tar jtf etc-x11-vtwm.tar.bz2 gives

cygwin/etc/X11/app-defaults/
