set output-meta On


set convert-meta Off


at the bash prompt, as described in Harold's FAQ. No effect.

and.... did you replace xxxx with a locale or you just put the xxxx ;-)
e.g.
SET CLOCALE=c:\cygwin\usr\X11R6\lib\X11\locale\iso8859-9\XLC_LOCALE
SET XLOCALE=c:\cygwin\usr\X11R6\lib\X11\locale\iso8859-9\XLC_LOCALE
