Are you on Windows 9x/ME? If so install Cygwin1.dll from a latest Cygwin
Development snapshot (http://cygwin.com).
Also I uploaded a new Win.exe binary (Xxserv.tgz) a while ago. It may not
be available on all the mirrors yet. It might take upto 24 hours to show up
on mirror sites. You can try it too.
