What version of the SuSE distribution is it? 6.2?
6.3? 6.4? 7.0? 7.1?

Older versions of SuSE (at least including 6.4) has
the init scripts under /sbin/init.d/ rather than
/etc/init.d.
Try "/sbin/init.d/kdm restart" instead.
