Microsoft's MSDN is available online at msdn.microsoft.com. Probably someone should setup a specific project to work on free documentation for w32api which can be distributed with w32api like the glibc info pages and man pages are distributed with glibc. ReactOS is doing such documentation, but as they have a kernel to work on too, it's quite a task :}.
