to look for any file in cygwin distribution you should use the package search at http://cygwin.com/packages/ and as the answer is empty http://cygwin.com/cgi-bin2/package-grep.cgi?grep=cyggnome-menu-2.dll this file is not coming from standard cygwin. But as you are installing from cygwinports that distribute additional packages you should ask there.
