That's certainly an important part of your environment and I do believe that you've hit this one right on the nose! You have an alternate installation of OpenSSH that's getting in your way. Uninstall it and try again. I think you'll have better luck. If not, you may find it's easiest/quickest to just wipe your Cygwin installation and reinstall.
