gnome-keyring is available and working on Cygwin. This could still be supported in a separate subversion-gnome package (containing only cygsvn_auth_gnome_keyring-1-0.dll) by adding --enable-gnome-keyring to CYGCONF_ARGS and with the attached patch (untested).
