The first launch of sh.exe process worked fine. From the second launch
i am seeing this error.

Is the fix for this issue available in cygwin 1.7.16

likely a rebase error.

if rebaseall does not work the first time, you can also try to
remove /etc/rebase.db.i386 to force a complete rebase instead of an
incremental one.
