This is been covered in many messages on the mailing list. In most cases the problem starts with cygwin being installed for "Just Me". If you use cygrunsrv then apache or what have you runs as SYSTEM not your account. Make sure that the mounts for /, /usr/bin, and /usr/lib are system and binary. Make sure that SYSTEM can write /var/run and /var/log
