FreeType 2 is a software font engine that is designed to be small, efficient, and highly customizable while capable of producing high-quality output (glyph images). This is a a rebuild of the 2.10.2-1 packages, with /usr/bin/freetype-config added to libfreetype-devel. That script is deprecated and is not included by default, but some apps still expect to find it.
