Hello.

> Did you benchmark WHY it takes so long?

Not really but in general creating Cygwin/MSYS2 processes on Windows (even x64
on x64) has its costs and GNU tools are heavily utilizing creation of overload
of short-living processes. Plus there is a cost of x64 emulation on Arm64 which
is around 30%.

> Do you have any prototype binaries?

You can download Ubuntu cross-compilation toolchain binaries from releases at
https://github.com/Windows-on-ARM-Experiments/mingw-woarm64-build/releases and
Windows x64 to Arm64 cross-compilation toolchain binaries from releases at
https://github.com/Windows-on-ARM-Experiments/newlib-cygwin/releases
